The paper has four main sections: 1) a selective literature review, 2) the results of a survey of state and federally funded organizations engaged in short-term client-responsive synthesis/interpretation, 3) an elaboration of the results in the form of structured opinion, and 4) propositions and questions suggested by survey results.
