This paper documents the operations and outcomes of the pilot test of the National Education Practices File, a program designed to identify information needs in education and develop a resources system for educators. This report is divided into four sections, the first three dealing with sources of information regarding the operation and outcomes of the pilot network. The first documents the development, maintenance, and support of 14 test sites; the second presents the evaluation of data collected through formal assessment procedures during the test; and the third presents an overview of case studies prepared by staff of six of the pilot sites. The final section contains a brief summary of the major findings of the pilot test and a presentation of the implications for the future development and operation of the Practices File. The appendices detail a preliminary survey of applicant sites, pilot site training sessions agenda, orientation and training agendas for Atlanta, evaluation forms, case study protocol, and case study reports.
