This report presents a detailed plan for expanding the National Education Practices File, a program designed to identify information needs in education and develop a resource system for educators. This Phase 2 task focuses on the transition from a small pilot plant project to a full scale integrated resource of the organizational structure that will administer it on a permanent basis and involves the further expansion and refinement of the file itself. Following a discussion of contextual variables impacting on the file, a broad brush overview of implementation alternatives is presented, together with a detailed discussion of issues related to each. Finally, issues requiring further analysis are presented and discussed with particular attention as to how they might be addressed in post-Phase 2 activities. Five objectives are recommended for the Phase 2 transition: (1) maintain Practices File clearinghouse; (2) continue the development and expansion of the file; (3) expand the field test; (4) continue and expand the evaluation; and (5) provide the transition to an operation phase. Appendices present correspondence, team membership information, and suggested Project Advisory Group membership. The bibliography list five references. (Author/RAA)
