At its December 1979 meeting, the Board of Governors of the California Community Colleges unanimously adopted a resolution initiating a process to integrate and implement several of its major policies. Specifically, the Board committed itself to: (1) establish measurable statewide objectives for community colleges; (2) review and redefine its existing minimum standards; (3) seek repeal or modification of Education Code provisions which unnecessarily restrict the use of district resources; (4) establish a process for the submission, review, and approval of district comprehensive plans; and (5) establish a process for determining compliance with minimum standards and for enforcing them. This reference manual includes the text of the December agenda item and the Board's subsequent action on the item. It also identifies the various policies that are intended to be integrated and implemented through the actions listed above. It contains Board policies on philosophy and goals; on accountability; on agency objectives and assignment of priorities to mandated functions; and on establishing minimum standards which have previously been adopted by the Board. The report includes a proposed implementation timetable and describes a model for the development of guidelines and standards in several governance areas. (Author/JP)
