The papers from three 1979 Congressional hearings examine the abuse and neglect of children, both handicapped and nonhandicapped, in foster homes and institutions. Thirty-two prepared statements are included by representatives of such agencies as the Children's Defense Fund; San Francisco Child Abuse Council; Child Welfare League of America; Parents Anonymous; Department of Health, Education, and Welfare; and state departments of Human Resources. Personal accounts of abuse in institutions or group homes are included.
