This report consists of the proceedings of a 1979 conference held for the purpose of discussing policy objectives, strategies, and recommendations related to restoring public confidence in the elementary and secondary educational system. Summarized are the texts of all major conference addresses, as well as the content of presentations and discussions that took place in the conference's concurrent sessions. These sessions focused on such issues as: the diverse demands and expectations placed on public education by parents, students, educators, business, labor, and government; roles and opportunities for the private sector in public education; strategies for improving learning; school management and government; minimum competency testing; the future of equal educational opportunity; public attitudes toward public education; defining the basics in education; educational vouchers and tax credits; the effects of Proposition 13 on public education; social and economic costs and benefits of public education; and various topics related to school finance and finance reform.
