ESEA Title I Allocation Policy: Demonstration Study. Cost Analysis; Planning Year 1975-76.

This report describes resource use and program costs of the Elementary Secondary Education Act Title I programs in thirteen demonstration local education agencies (LEAs) during 1975-76. This analysis provides a baseline for comparing data from later years when waivers were granted for compliance with Title I guidelines. This study is concerned with changes in allocation procedures adopted by the participating LEAs. Cross-site comparisons are presented in this study for selected cross-study variables. Comparisons are reported for allocation and non-allocation policy factors, program delivery, and program costs. By-site comparisons are also reported. Each district description is arranged according to allocation policy, program delivery, and other factors. Findings of the study indicate that allocation policy options adopted by the districts resulted in small changes in the characteristics of students served. A slight increase in the proportion of low-achieving students served and a slight decrease in the proportion of poor students were observed. A decrease in the amount of time Title I students received compensatory language arts instruction was observed along with an increase in the amount of time Title I students received regular language arts instruction.
