Middletown Design for Educational Equity: Instructional Component.

A program designed for the achievement of equal educational opportunity in Connecticut's Middletown public schools is presented in this report. The document describes the program's statement of goals, identification of objectives, specification of expected levels of competency for each subject area at each grade and ability level, adoption of adequate instructional materials and methods, selection of suitable norm-referenced and criterion-referenced tests for measuring student progress, and establishment of evaluation and modification procedures to refine the program as new needs are discovered. Also discussed are the program's techniques for identifying the varying needs of students so that remedial programs, special education, and programs for the academically talented can be developed along lines similar to those of the regular program. Examples of practical applications of program elements and samples of program evaluation instruments are included. (PGD)
