Comprehensive Evaluation of the Reading Enrichment/Achievement Demonstration Project (READ). Final Report, SY 1978-79.

This report presents a comprehensive evaluation of the Reading Enrichment/Achievement Demonstration (READ) Project after its third year of operation in the Washington, D. C., public schools. Separate chapters (1) explain the highly structured Weiss Phonic-Linguistic Method on which the project is based; (2) describe the program objectives and program design noting the emphasis on the training of teachers in the Weiss Method; (3) outline the evaluation design used to measure the extent to which the objectives of the READ program were accomplished; (4) analyze the evaluation findings regarding academic and affective objectives for students, as well as teachers' opinions and use of the Weiss Method; (5) point to evidences of effectiveness; and (6) present conclusions in narrative and tabular form, noting that the majority of affective objectives and a smaller proportion of the cognitive objectives were met through the program. Appendixes provide enrollment statistics for teachers participating in Weiss training sessions and present the following instruments used in the program evaluation: the staff interview instrument designed to collect information on program activities; the classroom observation instrument; the questionnaire used to determine the extent, impact, and usefulness of teachers' training in the Weiss Method; the parent questionnaire; and a questionnaire administered to teachers using the Weiss Method exclusively.
