This generalized planning model is designed to assist administrators and mid-management personnel seeking to develop and maintain effective and efficient correctional programs for women offenders. As a guide to the planning process, the model focuses on the following topics: (1) statement of the rationale for specialized programs for women offenders; (2) needs assessment; (3) implementation; and (4) evaluation.
