A report by the Board of Regents on student financial aid programs in New York State is presented. During 1979-80, the estimated average Tuition Assistance Program (TAP) awards increased in all undergraduate sectors and helped to offset tuition increases in both the independent and public sectors. Guaranteed student loans continued to increase in both numbers and amounts of offset increasing educational costs that were not covered by TAP awards and other sources of grant aid. Recommendations are offered regarding the following: (1) changes in income schedules and scales for undergraduate and graduate TAP awards; (2) extension of eligibility for TAP awards to part-time undergraduates; and (3) a comprehensive program of graduate student aid. In addition to the TAP program, the Regents College Scholarships are available for a wide variety of undergraduate programs, and for students in specialized graduate programs, scholarship and fellowship awards are available. Data are presented on new awards in 1978-79 for different types of financial aid. Information is also presented on the total annual financial assistance to college students; determination of the student's award on the basis of tuition cost and financial ability; number of TAP recipients by sector; utilization rates for TAP recipients by level of enrollment and type of institution; and average TAP awards by sector and level of study. Other federal student aid programs in New York and the interaction of federal and state student assistance programs are briefly addressed. (SW)
