The document reports on the Macomb 0-3 Regional Project which designed and implemented a model program of early identification and education/remediation for handicapped, high risk, and/or developmentally delayed infants, ages 0 to 3, and their parents who reside in rural areas. Initial sections address the following program components: direct and supplementary services for children, parent/family participation, child evaluation, inservice training for project staff, training for personnel from other programs or agencies, demonstration and dissemination activities, coordination with other agencies, and continuation and replication. It is explained that experiences and activities of the project are based on a developmental approach and the observation of the children and parents' knowledge of child development and handicapping conditions; knowledge of techniques for dealing with handicaps; child centered objectives; home visits to project participants; establishment of sharing center groups and a water activities program; and consultative work with homemakers, day care and nursery school teachers, and teachers of preschool handicapped. The bulk of the document is comprised of tables with statistical data and appendixes which include: an abstract, copies of forms, table of contents for the training manual, summaries of responses to parent satisfaction questionnaires, staff vitaes, staff activities accountability program printouts, information on the parent component, staff evaluation results, material on training for personnel from other agencies, dissemination materials, and continuation and replication materials.
