A shift in the priorities set down in the Teacher Corps' rules increases the amount of time and attention paid to local projects rather than to large programs. Three Teacher Corps task forces convened to study the implications of the new rules and the realities of local project operation. The reports of the task forces are contained in this document. The groups' discussions and recommendations concerning the areas of program/project demonstration, program evaluation and evaluation methods, and technical resource use and availablity are presented. An introductory chapter examines the interactive elements in all three subject areas, and presents general recommendations concerning the organizational structures supported in the work of the three task forces. The text also suggests the need for further analysis prior to implementing additional Teacher Corps programs. (Author/LH)
