This paper is the result of a 1979 workshop that examined potential applications of new perspectives on organizational planning, management, and evaluation as they apply to school improvement efforts. Section 1 reproduces an orientation paper mailed to conference participants. Section 2 contains an informal report of the proceedings reconstructed from notes made by four participants. Some of the procedures discussed include loosely coupled systems, organized anarchies, configurational perspectives, contingency frameworks, "garbage can" decision processes, goal-free planning, goal-free evaluation, and adaptive management of change and implementation processes.
