This resource guide is divided into three sections. The status of the competency movement is described in section I, both on the national level and for the Commonwealth of Massachusetts. Descriptions of locally developed competency programs in Massachusetts are given in section II and contain information on the area's demography, per-pupil-expenditures, contact persons, and a brief overview of the status of the programs. A list of resources available to competency program planners is compiled in section III and includes the State Board of Education's "Policy on Basic Skills Improvement;" an annotated bibliography; a descriptive listing of some available competency tests and test building services; a list of members of the Massachusetts Advisory Committee on High School Graduation Requirements; and the Competency/Assessment Linkers of the State Department of Education.
