Reauthorization of The Higher Education Act and Related Measures, Part 6. Hearings Before the Subcommittee on Postsecondary Education of the Committee on Education and Labor, House of Representatives, Ninety-Sixth Congress, First Session (May 30, 31, June 5, 7, 19, August 1, and 2, 1979).

Hearings held before the U.S. House Subcommittee on Postsecondary Education regarding reauthorization of the Higher Education Act and related measures are presented. Proposals are considered for improving the Guaranteed Student Loan (GSL) program and the National Direct Student Loan (NDSL) program, both authorized by Title IV of the Higher Education Act. The NDSL program provides loans to students on the basis of need by schools using 90 percent federal capital. The GSL program provides federal reinsurance on loans made to students primarily by commercial lenders using private capital. Testimonies are presented by representatives of student organizations, student financial aid administrators, state higher education executive officers, the banking community, members of Congress, representatives of the Student Loan Marketing Association, and representatives of associations of postsecondary institutions. Testimony is also presented on the college work-study program, through which the federal government provides support for part-time work for students, based on financial aid. The hearings also concern U.S. Representative Fenwick's bill, H.R. 4507, which is designed to provide for the exchange of information on student loan defaulters and credit bureaus. The Kennedy-Bellmon bill, Senate bill 1600, The National Student Loan Reform Act of 1979, is also considered. Senate 1600 proposes dramatic and fundamental changes in the federal student loan programs. (SW)
