The Local District Assessment Option (piggyback program) is an integral part of the Minnesota Statewide Educational Assessment Program, which provides the 162 participating local school districts with materials and procedures developed for the statewide program. Materials are available in reading, mathematics, social studies, and science for grades 4, 8, and 11, and in reading literacy for senior high schools. Data collection procedures for the evaluation of the local option program included mail surveys and telephone interviews with personnel in participating and nonparticipating districts. Among the conclusions were that the program: functions well and serves as a model for local district evaluation; disseminates information effectively; involves districts in various geographic areas; has not been explained well in nonparticipating districts; has elicited most interest in reading and mathematics components; will emphasize future development in writing, survival mathematics and basic life skills; has adequate reporting methods; is satisfactory in program intent, procedures, activities, and materials; has major impact on curriculum decision making and changes in staffing, testing, materials and instructional strategies, at the district, building, and classroom levels; and provides a high degree of involvement by community members and educational personnel.
