Manual for Interpreting Secondary School Reports. Educational Quality Assessment.

This manual is designed to accompany reports prepared by the Pennsylvania Department of Education for the 505 school districts in that state, summarizing results of the Educational Quality Assessment. The normative sample is described as being stratified on two dimensions: district enrollment and wealth. Administrative procedures are summarized. Ten goals of education are listed, including both cognitive and attitudinal goals. A table summarizes the test and questionnaires used to assess accomplishment of these goals. Correlations are presented among these measures for the grade 11 normative sample. Percentile scores for schools are explained and a raw score conversion table is given for each measure; predicted score ranges for schools are based on 35 variables that are used to help interpret score reports. There is a brief discussion of the differences between norm referenced and criterion referenced score interpretation. Item response data are explained and presented for the state norms group. An anonymous but authentic school report is presented as an example. The appendix includes a copy of the teacher questionnaire, tips for working with the news media, and a figure showing the normal curve and percentile equivalents. (CTM)
