This document contains the fourth of five volumes reporting the activities and results of a career education evaluation project conducted to accomplish the following two objectives; (1) to improve the quality of evaluations by career education projects funded by the United States Office of Career Education (OCE) through the provision of technical assistance to fifteen of these projects; and (2) to identify, as a result of this technical assistance effort, a field tested model which can be used by other career education projects funded by OCE in future evaluation efforts. Intended for distribution to participating projects, this volume contains the necessary information for longitudinal continuation of this evaluation at the project level. It is divided into the following sixteen chapters which present a step-by-step procedure for building a comprehensive evaluation design: (1) review program design, objectives, and rationale; (2) specify information requirements and management needs; (3) identify conceptual framework for evaluation; (4) specify evaluation questions of interest; (5) specify data base structure and contents; (6) select instrumentation; (7-10) specify population selection procedures, data analysis techniques, data collection and reduction procedures, and reporting requirements and procedures; (11) identify major assumptions and restraints; (12) define support requirements; (13) develop schedule of evaluation activities; (14) list budget requirements; (15) develop management plan; and (16) prepare the evaluation design document.
