This report by the Committee on Education and Labor of the House of Representatives endorses H.R. 3282, the Asbestos School Hazard Detection and Control Act of 1979, and also presents minority views of ten members of the committee. The purpose of this legislation is to authorize a systematic federal program for identifying and controlling hazardous asbestos conditions in elementary and secondary schools. This program will take the form of technical, scientific, and financial assistance to local educational agencies, including private schools.
