This volume records the text of the 1975 hearing before the United States Commission on Civil Rights held to examine the program and plans for the desegregation of Boston's schools. Developments surrounding the implementation of Phase I as ordered by the Federal district court in 1974 are discussed. Also explored are the plans for the implementation of Phase II as ordered by the same court in June 1975. The evidence presented at the hearing is weighed in the light of the 1954 Brown v. Board of Education decision. Included in the volume are statements by State and national officials, as well as testimony from politicians, students, school administrators, educators, and representatives of public and private agencies.
