Permanent Planning in Foster Care: A Guide for Program Planners.
This guide focuses on the major tasks involved in organizing, planning, and implementing a permanent planning program for foster care. Phase I is concerned with how to organize administrative support for the program so that program planning and implementation can proceed. It also discusses how to overcome some possible hurdles in working to gain such support from superiors or subordinates on an agency staff. Phase II discusses issues which are essential for making decisions about the program's design. These include (1) who to involve in program planning, (2) how to organize information, and (3) how to establish goals and objectives. Phase III is concerned with those administrative activities that help to stabilize the demonstration program or the management tasks that must be accomplished by the program manager so that staff can deliver services.
