Part of a 13-volume series designed to help Lutheran communities assess the feasibility of starting a Lutheran elementary school and to assist ongoing schools in current operation, this publication focuses on recruitment, public relations, and transportation policies in Lutheran elementary schools. It is intended as a way of sharing successful policies with those interested in beginning a new school and to help established schools evaluate their present policies. The handbook begins with the definition of the school's purpose that is necessary before recruitment of students can occur and promotional goals can be formulated. Recruitment procedures are outlined that are intended to be helpful to enrollment planning committees but not intended to serve as complete step-by-step guides. Public relations activities are discussed as a means of promoting goodwill between the school and its parish and communities. The transportation program is dealt with as a key factor in parents' decisions to enroll their children in the school. Steps in developing a transportation program are reviewed. Included in a resources section are a congregation profile sheet, a sample school survey letter and questionnaire, and a sample transportation survey form. (JM)
