Evaluation of State Linkage Systems for Health Manpower Planning and Educational Resource Development. Final Report.

This report presents the analysis and recommendations of a study which evaluated the federal demonstration program to institute linkage systems for health manpower planning in states. Following an introduction to the report, chapter 2 presents the basic concepts to define the health manpower decision system and to describe general characteristics of its context, structure, process, and output. Chapter 3 introduces the linkage program for evaluation by describing the background conditions in states which motivated the program, and by describing the implementation of the program by the federal government. The overall evaluation of state planning and linkage systems is presented in chapter 4. The decision systems in states are ranked according to their degree of integration, the planning input to decisions, and the extent of decision-making capacity development. Chapter 5 examines the factors which determine effective planning and linkage systems by identifying contextual factors that discriminate between the more effective and less effective decision systems. Chapter 6 examines the strategic and management factors in the implementation of the individual linkage projects in the states. Finally, chapter 7 draws on conclusions from earlier chapters to make recommendations to state and federal planners and policy-makers concerned with health manpower. (JH)
