An Evaluation of the Community Education Program. The Final Report.

Part of the Educational Amendments of 1974, the Community Schools Act was enacted to provide grants to local education agencies (LEAs) and state education agencies (SEAs) for developing and expanding local community programs and to institutions of higher education (IHEs) for training leaders for these programs. To evaluate the effectiveness of these grants, a study was conducted to describe the organization and operation of the LEA, SEA, and IHE projects and to assess the impact of the projects at the local, state, and university levels. A survey was mailed to all ninety-three projects funded in fiscal 1976, and visits were made to twenty of the fifty-three projects funded in fiscal 1977. Based on the data collected, it was concluded that all three types of projects were successful in attaining their objectives with (1) the IHE projects training local and state practitioners; (2) SEAs increasing state level community education services and also giving training or assistance to clients which made an impact at the local level; and (3) LEAs providing services used and valued by the community, increasing citizen involvement in schools as well as cooperation between schools and other community agencies, and producing desired impacts on local communities and their individual members.
