The public schools of today are pictured as rigid bureaucratic structures, unresponsive to dynamic change, and stultifying to individual initiative and growth. A discussion is presented on the future needs of education that will meet expanding demands for greater freedom for the individual in a democracy to make intelligent decisions. Proposals for change in the philosophy and organization of public education are offered. (JD)
