Post-Secondary Education for Canadian Police Officers: The Community College.

This state of the art report examines the postsecondary educational opportunities of Canadian police officers, specifically within the context of Canadian community colleges. The purpose of the project was to provide police executives with adequate information about the advantages and outcomes of higher education in general and about law enforcement programs available in 35 community colleges in particular. Section I of the report presents background information on police training in Canada, reviews police studies and research conducted at Canadian universities, discusses the types of education that are most appropriate for law enforcement officers, and provides definitions of relevant terms and concepts. Section II describes the programs offered in law enforcement at community colleges in six geographical regions in Canada, and also summarizes prior reviews of higher education in law enforcement. Additionally, a set of ten guidelines for evaluating community college law enforcement programs that were developed by the Selection and Training Committee of the Canadian Association of Chiefs of Police are presented and discussed. Section III applies these guidelines to evaluate academic programs offered in various community colleges. Appendices list committee membership and programs offered in Canadian colleges and universities, and present Ontario's program guidelines and a model for police education. (DR)
