Preparing for Dissemination; A Study of Technical Assistance for Developer-Demonstrator Projects in the NDN.

The Title I Support System had two major functions: to provide technical assistance to Title I and migrant education projects specially selected for targeted dissemination to Title I schools through the Title I/National Diffusion Network (NDN); and to document, analyze, and report on the technical assistance activities and transactions between the Support System and its client projects. This report fulfills the second function: it provides information and recommendations to United States Office of Education program personnel responsible for designing or monitoring national dissemination strategies and technical assistance efforts to support them. Two areas are examined: the needs of developer-demonstrator projects; and the role of technical assistance in meeting those needs and supporting project operations. Described in detail are the technical assistance needs of each of the 21 projects, the different modes of assistance the Support System provided to meet those needs, factors that appear to be of significance in delivering technical assistance needs of each of the 21 projects, the different modes of assistance the Support System provided to meet those needs, factors that appear to be of significance in delivering technical assistance service, and the project personnel's perception of the utility and effect of the assistance they received.
