Distributing State Aid for Pupil Transportation: An Average Cost Formula.

The average cost pupil transportation reimbursement formula developed on the basis of 1976-1977 Illinois pupil transportation data and presented in this paper has several advantages over the current law. This formula would consider the factors that cause variations in the cost of providing the services to Illinois school districts: number and special services required for pupils transported, density of transported pupils, ownership of equipment, and type of school district. The method would be responsive to changes in the economy. It would not be susceptible to district manipulation except in the number of pupils served, since the district's variables would be related to those of other similar districts. The approach accepts current patterns of operation as reasonably efficient, on the average. Finally, the formula encourages efficiency. The only criterion that this type of formula does not meet is that of simplicity. The development of the statistical procedure is initially very complex. However, once the formula is developed, the computer program should not require replication, and state administration would be simple. (Author)
