Public Policy and Minority Health Manpower: Linking Alcohol Drug Abuse and Mental Health Issues to Manpower Resources.

This report reviews selected issues related to minority health manpower with a specific focus on mental health, alcohol, and drug abuse programs. Particular attention is given to the public policy that separates treatment for mental health from that of physical health. Reference is made to the confusion that exists in a dual system of health care with respect to caring for different classes of patients. Also the problem of distinguishing mental health from mental illness is described. Mandates issued by Congress to deal with the shortage and maldistribution of quality mental health care resources are discussed. Steps taken by the Federal Government to increase the supply of health professionals including minorities are described. Strategies developed by the National Institute on Drug Abuse, the National Institute of Alcohol Abuse and Alcoholism, and the National Institute of Mental Health to deal with manpower needs and training are also described. Statistics are reported showing the paucity of data on mental health related manpower and recommendations concerning data collection, a national mental health policy and a minority manpower program are made.
