Educational accountability is the process of achieving expected learner outcomes through the systematic application of management and evaluation procedures. The first five steps in achieving identified learner outcomes are planning and development steps. The remaining steps are implementation steps. Special programs should improve certain behaviors exhibited by program participants. These behaviors can be classified as cognitive, affective, or psychomotor. Special program personnel should establish goals. These goals should be listed and ranked in order of priority. Needs within each goal area should be assessed and objectives should be developed. Both performance and process objectives should be developed. (Author/MC)
