Cultural Policy in Switzerland: The Present Situation.

The report presents an overview of cultural policy in Switzerland. It was summarized from a 1976 study of Swiss cultural policy by the Federal Department of the Interior and published by the Council of Europe to provide information to cultural and political circles outside of Switzerland. The document is presented in two major parts. Part I describes surveys to determine the nature and distribution of libraries, museums, and art galleries, and to ascertain the background and life styles of creative and performing artists. Information is also presented on preservation of the Swiss heritage of Swiss cultural policy abroad, particularly in Europe and North America. Part II focuses on public authorities and cultural policy. Two sections deal with cultural legislation and funding. Problems discussed in these areas include lack of nation-wide objectives, unclear responsibility for cultural affairs, and variations in funding between large and small cantons, and between industrial and agricultural cantons. Other sections present principles for a cultural policy for Switzerland and suggest tasks to improve Switzerland's cultural life. The conclusion is that cultural policy in Switzerland must be democratic, give all citizens access to many forms of cultural life, be federally funded when the municipalities and cantons lack adequate funds, and aim toward reconciling the particular needs of ethnic and political minorities with the national culture.
