Inter-Organizational Arrangements for Dissemination: A Conceptual Framework and Two Illustrative Case Studies.
Paul, Douglas
This preliminary case study of inter-organizational dissemination arrangements presents a conceptual framework for conducting large-scale investigations of state dissemination activities and its application in the organization and analysis of information dealing with such arrangements in Wisconsin and Utah. When the findings of the Wisconsin case study were organized and analyzed in terms of the conceptual framework, the dimensions showed promise of utility for a more comprehensive case study that would allow for on-site visits and in depth interviews. Information dealing with Utah dissemination arrangements was gathered from a small number of documents, telephone conversations, and several meetings, and the descriptions of inter-organizational dissemination arrangements were not sufficient to draw a clear picture of the status of state dissemination. The case studies are followed by a proposed research agenda aimed at providing an empirical base for making explicit those conditions which influence the performance and the effectiveness of inter-organizational arrangements; a discussion of policy implications; and a list of references.
