Negotiating the Teacher Evaluation Issue. ERS Negotiation Aid for School Management.

This negotiation aid for school managers explores the extent to which one noneconomic issue--the evaluation of teacher performance--has become a bargainable item. Included here are summaries of both management and teacher views on negotiating the teacher evaluation issue as they have appeared in the literature; an analysis of teacher evaluation provisions published in recently negotiated master contracts; and cases involving teacher evaluation practices that were decided by arbitration, by public employment relations boards, and by the courts. Samples of negotiated contract clauses that pertain to teacher evaluation are also included. (Author/IRT)
