This manual is intended for use by district officials undertaking analysis of the costs of year-round school (YRS) programs. To analyze the budgetary impact of YRS, it is necessary to determine the actual costs incurred with the YRS program and to compare these costs to expenses that would be incurred without the YRS program. A simulated traditional-calendar school (TCS) program was created to permit direct comparisons of costs for providing the same services to the same student population under the two calendars. Three major types of costs are included in this analysis--capital costs avoided by YRS, operating costs, and transition costs. The basic process for performing this cost analysis can be summarized as follows: (1) Determine the number of additional schools or classrooms needed under an expanded TCS program. (2) Estimate the costs of providing these additional schools or classrooms. (3) Determine the operating costs directly attributable to the YRS program. (4) Estimate the expense of operating the additional schools and classrooms required under expanded TCS. (5) Determine the actual costs of the transition to the YRS calendar. (6) Compare the annual costs avoided under YRS with the annual costs incurred because of YRS. (Author/IRT)
