This statement was presented by the chairman of the American Telephone and Telegraph Company before a United States Senate subcommittee hearing on domestic communications common carrier policies. It contains a discussion of the principles that have governed the telephone industry throughout its history and then presents arguments against the Federal Communication Commission's policy of promoting competition in various areas of the telecommunications market. Contending that such competition would increase the cost of telephone service for home ratepayers, impair the quality of that service, and impede telecommunications innovation, the statement concludes with a plea for the development of a long-range telecommunications plan that would create a balance of interest among government, education, business, and entertainment concerns.
