Low national reading achievement scores and inadequate academic and certification requirements provide the fundamental rationale for extending and refining regulations concerning the amount of course work required in elementary and secondary education programs. The theoretical and practical reading backgrounds of both prospective and inservice teachers need to be strengthened. Graduate preparation in the field of reading also needs special attention. A model master's degree program includes three options: developing reading specialists for the schools; stengthening the practical skills of elementary teachers, with special emphasis on diagnostic, developmental, and corrective instructional procedures; and helping secondary teachers develop skills to teach reading in the content areas.
