This document describes the development of a Wisconsin state plan for career education. First, the profile of the proposal is presented. Next, the major activities are described, including formation of the advisory group; needs assessment of students, educational staff, and community groups; identification of resources; and the development of short- and long-range plans. Evaluation methods, findings, and implications are summarized. Finally, brief descriptions of dissemination activities and special activities are provided. The majority of this document contains the following appended materials: needs assessment instruments (twenty-four sample instruments included); summary tables of data from needs assessment; and meeting evaluation summaries.
