The report includes: (1) a review of the FY 1979 R&D budget; (2) a statistical overview of the budget and a critique of the administration's policies on R&D; (3) a general picture of R&D in industry; and (4) a discussion of some of the questions involved in understanding the impact of R&D on the economy.
