The document presents the final report of the Texas Regional Leadership Clusters Project, a program to increase public awareness of the needs of gifted and talented students, to encourage the development of exemplary programs, and to disseminate information about exemplary program activities. Initial sections cover project background, project plan, project objectives, and implementation activities (in table form with columns for objectives, activities, and outcomes). The bulk of the document consists of appendixes with the following materials: schedules of training phases, evaluation reports, a list of model school programs, objectives of training phases, descriptions of project products, a sample directory questionnaire, regional plans, regional presentations, a listing of members of the directory and handbook task forces, and a list of participants in the leadership teams.
