The paper traces the history and current status of special education services for handicapped children in New York state. The initial section reviews the historical perspective and analyzes future trends. The philosophy of special education regarding labeling, individualized learning, and mainstreaming is examined. Staff selection, transportation, physical facilities, and administrative structures are considered as they relate to the delivery system and financing special education. Recommendations are made for using "severe" and "non-severe" handicapping as a base for aid allocation and for making allocations based on programs rather than on a per pupil factors. Among four appendixes is information on anticipated per pupil expenditure and excess cost in six New York cities. (CL)
