Evaluation of the ESEA Title I, Part C, Preschool Expansion Program of the Public Schools of the District of Columbia, 1975-1976. Final Report.

Various types of early childhood education programs, supported by Title I funds, are assessed in this report. Factors considered in the assessment of overall program implementation and effectiveness include: (1) children's performance; (2) the roles, attitudes and perceptions of teachers, teacher-aides and parents; and (3) the commitment and support of administrators. Components of the Preschool Expansion Program are described and an overview of the evaluation project is provided. Methods and procedures of the study are outlined. Results of child cognitive measures are presented for prekindergarten, kindergarten, and first grade levels. Comparisons are made by program components, sex, type of preschool experience, length of preschool day, and the presence or absence of teacher-aides in the classroom. Accompanying each set of results is a discussion of the findings. Results from the descriptive measures used to assess the characteristics and the impact of adults in the preschool program are presented separately for teachers, teacher-aides, parents, principals, and administrators. Samples of the measures used and descriptions of some of the cognitive measurement tests are appended. (Author/EB)
