This is the first of three volumes designed to cover the problems and issues of developing and managing a formal assessment program. They also offer guidelines and illustrations of several aspects of assessment programs, such as administering tests or documenting their results. This volume deals with the regulations governing school assessment programs in Nebraska, the general purposes for which assessment information is collected, and the kinds of measuring instruments used for such collection. It provides a summary of existing measurement theory and measurement technology with respect to educational settings. It outlines general requirements for assessment and special requirements for Title I and for programs for handicapped children. It discusses the purposes of assessment for accountability, diagnosis, and management and criterion measures. It discusses varieties of tests and assessment techniques under three headings: general ability (intelligence or general aptitude and general achievement or educational development); special abilities (primary mental abilities and aptitude batteries and various achievement measures); and measures of typical performance, specifically interest inventories.
