Seventeen issues relating to service delivery systems for the handicapped are discussed, including the following: integration of human service systems; meshinq of planning, service, research, and training; installing a monitoring, evaluation, and feedback activity into the planning process; evaluating public education programs; coordinating government branches; applying technolooy to the problems of the handicapped; back-up support systems for services; and the relationshiq between public education agencies and human resources. Recommended are six new direction suggestions, including decentralizing policy development and proqram evaluation processes and creating a preventive services program and a comprehensive data base of information.
