Teacher Evaluation. A Legal Memorandum.

Legislation concerning teacher evaluation has been limited to date, and surprisingly little litigation has reached the courts. Although there are federal overlays and local interplay, the law of teacher evaluation is largely a state matter. This legal report gives an overview of the federal and state laws, discusses what the statutes say, and summarizes case law concerning teacher evaluation. A special central section offers a tabular summary of state statutes and administrative regulations. The tabular categories indicate where evaluation procedures are formed, who is responsible for conducting evaluations, which categories of teachers are evaluated, when the evaluations are to take place, what is the scope of the evaluations, and how evaluations are to be conducted.
