The document provides an overview of the process a committee must complete as a minimum, in compliance with the Education for All Handicapped Children Act (P.L. 94-142), before a handicapped child's educational placement decision is made. A flow chart for the placement of the handicapped child is provided, and nine major steps to be taken, from original identification through the placement procedure, are discussed (including observation of a child experiencing difficulty, referral for evaluation services, informed parental consent, and multidisciplinary evaluation).
