The manual presents guidelines for teachers and administrators in public schools for dealing with behaviorally disordered students. Among the topics discussed are the legal basis for providing education services for such students (including the State of Missouri Education for the Handicapped Act and the Federal Education for All Handicapped Act), the learner and behavioral conflicts (including definitions and characteristics), identification and diagnosis of the behaviorally disordered student (including the screening procedure and the diagnostic process), the educational program (including service alternatives), sources of revenue, and teacher and personnel certification requirements.
