Federal Categorical Aid Programs, 78 Fiscal Year.

The extent to which the nation's community and junior colleges received awards in selected federal categorical aid programs for fiscal year 1978 is outlined. For each aid program the following information is provided: dollars authorized, dollars awarded, dollars obtained by community colleges, total number of proposals submitted, total number of awards, total number of awards to community colleges, and the number of proposals submitted by community colleges. Data are also given for 1977 when available. This report assists resource development officers in determining which grant opportunities have a high funding potential, based on the record of the past two consecutive years. As in 1976 and 1977, two-year colleges received proportionally more money from formula grant programs (e.g., nursing capitation, Title II-A library, and Title VI equipment) than from competitive grant programs. General comments stress that community college resource development personnel must continually press for more representation on reader panels, that those persons preparing proposals realize that community colleges constitute an interdependent segment of higher education, and that an effort must be made to assist community colleges in receiving an equitable proportion of the dollars appropriated.
