A user's guide is provided for the network design software developed by the STACOM project. The STACOM program was developed and implemented with FORTRAN V on a UNIVAC 1108 computer using the EXEC-8 operating system, which enables the user to construct least cost network topologies for criminal justice digital telecommunications networks. A detailed description of program features, inputs, processing logic, and outputs is presented, as well as a sample run, program listing, and glossary. (Author/CMV)
