Accelerated social change in the last decade has placed many demands on school social workers. This document is addressed to these workers and provides an integrated view of past achievements and current directions in their field of practice. The multiple and sometimes contradictory functions of the public schools are discussed, as well as some aspects of the societal context in which services are performed. Attention is given to four major educational policy issues on childrens' rights in which social workers have a stake: equal educational opportunity, the right to attend school, appropriate educational experiences, and the child's right to an appropriate education, fairness in disciplinary practices. The search in the last decade for new models of school social work practice is described and evaluated, and school social work research is reviewed. Finally, two major undertakings by the National Association of Social Workers, Inc. are documented--one on a project which obtained baseline data on school social workers, and one on setting standards.
